A user with an advisor role will have full access to reports and budgets. A user with a standard role must have the view reports permission to access reports and budgets.

Manual Journals User Role Comparison
The Advisor user will have full access to journals. A user with a standard role needs to have All reports permission to access manual journals. A user with Invoice only role can’t access manual journals.
